Sadly, yes; the game treats all counters the same: it matters the furniture category and not the location.

Thank you! I have always hated it how my sims just walk off to the other side of the house and put the food in their bedroom. It is so pointless and stupid especially when they walk straight through the kitchen to get there. This will really help Thanks.

And omg, in the picture u have the coffee machine in a position that I've only see in sims3 :O how is that possible?
