Its not actually the pool water that makes a Sim swim you know, its them diving off the board. So having the diving board over anything will make them swim. There is no need to use the swimming pool for beaches etc and besides it doesn't look half as good as those made using terrain paints.
If you search the EA site for user HabboArwen - he has a tutorial for making swimmable lakes. And now using moon_eze's invisible fence you don't even need to worry about making the 4 click high *lip* to stop the Sims swimming out through the ground.
The most important things to remember are:
1) have enough flat space under the diving board for the Sims to dive
2) have a ladder out
3) if the board/ladder is set higher than the *usual* in the game the animation looks strange but it still works.
4) use the invisible fence around the edges so the Sims don't swim out - taking care not to fence off the ladders =)
