There're a few ways to package [ground coverings / ground teture / terrain paints]:
1. export them as sims2pack files directly from the HomeCrafter Plus (HCP)
2. Install them into the game from HCP and grab the newly made ones directly from the "Downloads" folder.
3. In-game, @ build mode, paint a lot with those terrain paintsat least a dot or a click, in order to get all the custom terrain paints registered to the lot. @ neighbourhood screen, export the lot and grab the product in "PackagedLots" folder in the same level of directory of the "Downloads" folder.
You may want to learn more about this type of custom contents when sharing lots...
