Police uniforms are part of the game! You can turn on "boolprop testingcheatsenabled true" in CAS and press CTRL M (or CTRL N? I never remember which) to access them. Or if you have University, put your sim in Law Enforcement then let them quit once they get the uniform you want. They'll keep it as an "everyday" choice. Or just download the unlocked uniforms from here.

Yeah, I have a Prison that im working on, i got the controllers from simlogical and they would come in handy !
