Just found this on Snooty Sims.

Open up the cheat console by pressing CTRL+SHIFT+C and type this:

floatProp tvVolume [0.0-1.0]
(Do not put in the brackets around the number.)

0.5 default
0.0 is no tv-sound
1.0 is loud

If you want to lower the sound, choose 0.3

MAKE A BACK UP GLOBALPROPS.XML FILE FIRST BEFORE MAKING ANY CHANGES!!!

To make it a global change (so you don't have to keep putting it in the cheat window), you can do this:

(for University)
1. Browse out to C:\Program Files\EA GAMES\The Sims 2 University\TSData\Res\Config
2. Right-click on globalProps.xml and choose edit. (Do not double-click on the file to open as it is an .xml file.)
3. Select Notepad only if you are being asked to choose a program.
4. Scroll down to the end of the file but before , type:
0.0
You'll see 0.5 in there first, but you can change it from 0.0 to 1.0. 0.0 turns it completely off.

So, it should look like this:
0.0
<--- this already exists in the file.

(for Original - if you do not have University installed)
Browse out to C:\Program Files\EA GAMES\The Sims 2\TSData\Res\Config
Then follow the steps above.
